B)                     Authorize the Chief of San Mateo County Health or the Chief’s designee to prepare and execute an amendment to the agreement with the Los Altos Community Foundation for the benefit of the Center for Age-Friendly Excellence, increasing the amount by $115,000 in Measure K funds, for a new total amount not to exceed $347,000 and extending the term of the agreement through June 30, 2022; and

BACKGROUND:

Since 1969, the Commission on Aging’s mission has been to maintain, enhance, and improve the quality of life for older adults in San Mateo County through the promotion of independence and self- sufficiency, mental and physical health, and social and community involvement. The Commission reports that, by 2030, 25 percent of the county’s population will be 65 years or older.

 

In 2005, the World Health Organization (WHO) developed the concept of Global Age-Friendly Cities to help cities implement policies and services to help older adults live healthy and vibrant lives as they age. According to the WHO, population, aging, and urbanization are major forces shaping the 21st century.

 

The WHO identified eight key domains to create age-friendly communities: housing, transportation,

social participation, respect and social inclusion, civic participation and employment, communication and information, community support and health services, and outdoor spaces and buildings.

 

On July 10, 2018, your Board, under Resolution 076003, authorized the County to join the WHO’s Age-Friendly Global Network and establish the San Mateo County Age-Friendly Initiative. In addition, your Board approved a waiver of the request for proposal (RFP) process for selecting the Center for Age-Friendly Excellence at the Los Altos Community Foundation (LACF) to provide such services, and authorized the Chief of San Mateo County Health or the Chief’s designee to execute an agreement with LACF for the term of July 1, 2018, through June 30, 2020, in an amount not to exceed $115,000.

 

On September 17, 2019, your Board authorized an amendment with LACF for the term of July 1, 2018 through June 30, 2021, for a total amount not to exceed $232,000 in order to continue the Age-Friendly Community Initiative in San Mateo County.

 

DISCUSSION:

The process to be designated an Age-Friendly City or Community includes: identifying a task force with various stakeholders to oversee the process; conducting a series of focus groups to assess the baseline “age-friendliness” of a city or community in the domains mentioned above; reviewing focus group feedback and survey results; measuring progress in action plan implementation; and completing the Age-Friendly application, which requires a letter of intent signed by the mayor. The WHO designation will encourage projects to improve the lives of older Americans and bring economic benefits to participating communities.

 

As of January 21, 2021, LACF had completed its responsibilities outlined in the prior agreement to create age-friendly communities in the County and to guide and assist the cities of Colma, San Mateo, and Foster City in meeting the WHO requirements to be designated age-friendly communities.

 

To continue the Age-Friendly Community Initiative in San Mateo County, an additional $115,000 of Measure K funds must be allocated.

 

AAS requests that your Board grant authority to the Chief of San Mateo County Health or the Chief’s designee to prepare and execute an amendment to the agreement with LACF, increasing the maximum amount of the agreement by $115,000 for an amount not to exceed $347,000, which will fund the continued work for three additional cities (Burlingame, San Carlos, and Half Moon Bay) through Measure K funds.

 

The resolution has been reviewed and approved by County Counsel as to form.

 

It is anticipated that a total of 12 cities in San Mateo County will meet the requirements to receive WHO recognition as age-friendly communities by June 30, 2022.

FISCAL IMPACT:

The term of the amendment is July 1, 2018, through June 30, 2022. The additional $115,000 will be funded by Measure K. The funds will be appropriated in the Aging & Adult Services budget with the approval of the ATR of $50,000 for FY 2020-21. The remaining $65,000 will be appropriated in the Aging & Adult Services recommended budget for FY 2021-22.
