B)                     Authorizing the President of the Board of Supervisors to execute an agreement with E.F. Brett and Company, Inc., in the amount of $6,075,000 for the Grant Yard Radio Shop Project; and

 

C)                     Authorizing the Director of Public Works to execute subsequent change orders to grant time extensions for project completion and payment up to a maximum aggregate amount not to exceed $607,500 or 10 percent of the agreement amount; and

 

D)                     Authorizing the project fund transfer of project savings in the Capital Projects Budget from the Pine Street Warehouse Project in the amount of $1,400,000 to the Radio Shop Project.

BACKGROUND:

The County of San Mateo’s Radio Shop facility was located in the County’s Motor Pool building in Redwood City. The Motor Pool building was demolished for the construction of the new Regional Operations Center. The Radio Shop facility and staff were temporarily relocated to leased space in Redwood City.

 

The new Radio Shop will be located at the Department of Public Works (Department) Grant Yard facility. The building site was previously occupied by the Department of Agriculture, Weights, and Measures, which has been relocated to a modular office offsite. The Agriculture, Weights, and Measures building has been demolished in preparation for the construction of the new Radio Shop facility.

 

The Department has retained the professional architectural services of the KPA Group to design and prepare construction documents for the new Radio Shop facility for public bidding and construction. The proposed Radio Shop consists of a two-story pre-fabricated Butler building, Type II-B construction, with fire protection systems, HVAC, electrical & lighting, plumbing, underground utilities, storm drainage, exterior pavements, site work, landscaping, irrigation and other specified work. The construction documents have been reviewed by the Planning and Building Department and the necessary permits have been approved and issued.

 

On November 23, 2020, the Department issued a publication of a Notice to Contractors twice in a weekly local newspaper of general circulation in the county, with Bid Set Plans and Specifications, calling for sealed bids to be delivered and publicly opened on January 25, 2021 with conformance to prevailing wage requirements for the construction of the proposed Grant Yard Radio Shop Project.

 

DISCUSSION:

On Monday, January 25, 2021, seven sealed bids were submitted and opened in public by the Clerk of the Board in the County Manager’s Office at the Hall of Justice for the Radio Shop Project. The bid of:

at $6,075,000 was the lowest responsible bid received. The summary of the bids received is attached as “Exhibit A”.

 

County Counsel has reviewed and approved the resolution as to form. 

 

FISCAL IMPACT:

The County appropriated $4,300,000 in the Capital Projects FY 2020-21 Budget. An additional $930,319 of project savings within the Capital Projects Budget for FY 2020-21 will be transferred to supplement Phase One of the project. An additional $2,494,939 has been appropriated in FY 2021-22 for Phase two.
