Adopt a resolution authorizing an agreement with The John W. Gardner Center for Youth and Their Communities of the Stanford University Graduate School of Education (the Gardner Center) to plan and evaluate the Pilot Program, linking police officers with mental health clinicians and support planning efforts of the County of San Mateo, acting through Behavioral Health and Recovery Services (BHRS) of San Mateo County Health, in partnership with the City of San Mateo, the City of South San Francisco, the City of Daly City, and the City of Redwood City (collectively, the Cities), and the County Manager’s Office, for the term February 1, 2021 through March 31, 2023, in an amount not to exceed $259,869.

BACKGROUND:
San Mateo County BHRS and the City of San Mateo, the City of South San Francisco, the City of Daly City and the City of Redwood City have developed a two-year pilot program to improve City and County response to community members experiencing mental health crisis (Pilot Program). This Pilot Program enhances law enforcement response by supplementing it with the engagement of a BHRS Clinician assigned to each partner Police Department to provide early intervention, referrals to therapeutic hospitalizations, and guidance to support services for individuals in mental health crisis. A Memorandum of Understanding between the Cities and the County in regards to this Pilot Program was presented to and approved by this Board on January 12, 2021.
DISCUSSION:
The Gardner Center will collaboratively plan and evaluate the Pilot Program linking police officers with mental health clinicians. The Gardner Center will initially support the planning efforts among the Cities, BHRS, and the County Manager’s Office to develop the Pilot Program. Once the pilot is launched, Gardner Center will assess implementation of the co-response model in practice and conduct a quantitative outcomes study to document program participation and associated changes resulting from implementation, with the aims to help the San Mateo County partners to better understand and support the population served most effectively through the Pilot Program.
The agreement and resolution have been reviewed and approved by County Counsel as to form. This agreement is on the Continuing Resolution. The agreement is late due to protracted negotiations with the vendor.
The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate). It is anticipated that the first 50% of the $259,869 will be funded by the County Non-Departmental Funds and the remaining 50% will be funded by the Cities at 12.5% each.
FISCAL IMPACT:
The term of the Agreement is February 1, 2021 through March 31, 2023. The maximum for FY 2020-21 is $54,139. Of this amount, it is anticipated that 100% will be funded by the County Non-Department Funds. There is no increase to Net County Cost. The maximum for FY 2021-22 is $129,935. Of this amount, it is anticipated $75,796 or 58% will be funded by County Non-Departmental Funds and $54,139 or 42% will be funded by the Cities or 14.5% each. There is no increase to Net County Cost. The maximum for FY 2022-23 is $75,795. Of this amount, it is anticipated that 100% will be funded by the Cities or 25% each. There is no increase to Net County Cost.
