BACKGROUND:
In December 2018, the County of San Mateo's Environmental Health Services (EHS) conducted a Request for Proposals (RFP) for packaging, labeling, shipping, transporting, and recycling of universal waste lamps and batteries collected by the Retail Take-Back Partner Stores. ACTenviro, a nationally-recognized environmental and hazardous waste management firm, and one of the top 100 recyclers in the United States, was ultimately selected through the RFP process to provide these services. With your Board's approval (Resolution No. 076477), EHS and ACTenviro entered into an agreement (the "Agreement") for ACTenviro to provide these services for a term of March 13, 2019 through March 12, 2022, with a total amount not to exceed $175,000.

This Agreement supports the Household Hazardous Waste Collection Program by diverting residential batteries and fluorescent lamps collected at partner retail hardware stores from landfill disposal.

DISCUSSION:
Due to the COVID-19 response, hardware stores remained open as essential services, becoming the only disposal option available to the public for several months during the pandemic and thus, exceeding expected volumes.
