BACKGROUND:

BAWSCA was created on May 27, 2003, to represent the interests of 24 cities and water districts, and two private utilities, in Alameda, Santa Clara, and San Mateo counties that purchase water on a wholesale basis from the San Francisco regional water system.

The two private utilities that have appointees to the BAWSCA board are Stanford University and California Water Service Company.  California Water Code section 81336(c)(1) provides that the Board of Supervisors of San Mateo County shall appoint one member to the board who is an officer or employee of the California Water Service Company.

DISCUSSION:

Since 2017, Robert Kuta has served as the Board’s appointee from the California Water Service Company to BAWSCA.  The California Water Service Company and BAWSCA are requesting that Mr. Robert Kuta be reappointed to the BAWSCA board as the officer or employee representative.  Mr. Kuta is currently the company’s VP Engineering and Chief Water Quality & Environmental Compliance Officer with more than 30 years of experience in the industry.

FISCAL IMPACT:
