BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

On February 12, 2019, the Board of Supervisors (Board) held a study session on Measure K expenditures and anticipated revenue for fiscal years (FY) 2019-21. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study session to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FY 2019-21. The Board approved $3.75 million in one-time loans or grants each fiscal year for FY 2019-21, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 4 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.

 

 

 

 

PROJECT SUMMARY:

This is a request to authorize a one-time grant of district-discretionary Measure K funds, not to exceed $28,500, to East Palo Alto Tennis and Tutoring (EPATT) to fund the Learning Hub in East Palo Alto. The County Manager’s Office will administer and manage the proposed agreement.

 

For over 30 years, EPATT has provided K-12 grade students from underserved communities free personalized academic and social-emotional programming. EPATT’s primary objective has always been to ensure students are on track to meet or exceed California college and career standards. 

 

When the pandemic began in March 2020 prompting schools to close, EPATT recognized that their students and families would be disproportionately affected. Responding to what was most needed by those they serve, EPATT launched Learning Hubs last fall. Each hub has four learning pods of 8-10 students and 2 adult staff. Each pod does all their daily activities together - online school, snack and lunch breaks, and enrichment activities like tennis and screen-free classes. The Learning Hubs were relocated in January 2021 to the St. Francis of Assisi campus and the Rich May Memorial Clubhouse, both in East Palo Alto, bringing the hubs in closer proximity to each other. With this change in locations of these Learning Hubs, there was a great need for reliable high-speed internet access for the EPATT students, particularly at the St. Francis of Assisi site.

 

This Measure K grant of $28,500 would specifically go towards associated costs of running the St. Francis of Assisi Learning Hub, including access to reliable high-speed internet for the 45 students who are in the EPATT program and staffing costs.

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:
