BACKGROUND:

In April 2016, the County procurement department conducted a formal acquisition process, on behalf of the Public Health Policy & Planning division of County Health, for a new mobile medical clinic to replace an older model. On July 14, 2016 Farber Specialty Vehicles was awarded the bid. The PHPP Clinics Manager collaborated with the Farber Specialty Vehicles to ensure the floor plan specifications of the mobile medical clinic met the needs and standards required by the PHPP Mobile Van team. 

 

The PHPP Mobile Van services team has consisted of at least two mobile medical clinics: the Farber van purchased in 2016 and a second mobile medical clinic that is more than 12 years old. The latter mobile medical clinic has frequent mechanical issues and causes disruption in services. Therefore, PHPP requires a new mobile medical clinic.

 

DISCUSSION:

The design of a new mobile medical clinic demands a significant amount of staff and vendor time and resources. Therefore, PHPP is asking the San Mateo County Board of Supervisors to waive the formal acquisition process and approve a Purchase Order for a second mobile medical clinic from Farber Specialty Vehicles, in order to replicate the quality and design of the mobile medical clinic purchased in July 2016.

 

The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).

 

The resolution has been reviewed and approved by County Counsel as to form.

 

It is anticipated that the fleet of two mobile medical clinics will host 5,000 appointments a year.

FISCAL IMPACT:

The amount of the purchase is not to exceed $700,000. Funds in the amount of $700,000 will be included in the PHPP FY 2021-22 Recommended Budget and are included in the PHPP budget planning. This contract will be 100% funded from the Medi-Cal Administrative Activities Trust Fund, with no Net County Cost.
