A)                     Authorizing an agreement with the City and County of San Francisco for distribution of the FY 2020 Urban Area Security Initiative funds to the County of San Mateo for the term of November 1, 2020 through December 31, 2021, in an amount not to exceed $1,036,548; and

 

B)                     Approve an Appropriation Transfer Request (ATR) in the amount of $1,036,548 to establish a budget appropriation and record revenue for the FY 2020 Urban Area Security Initiative (UASI).

BACKGROUND:

The Urban Area Security Initiative (UASI) is a Federal Department of Homeland Security grant that provides resources for unique equipment, training, planning, and exercise needs of 31 selected national high threat urban areas. The Bay Area UASI is one of the 31 National Urban areas and one of six identified in California.

 

The City and County of San Francisco has been designated to serve as the Fiscal Agent for UASI funds granted by the Department of Homeland Security (DHS) through the California Office of Emergency Services (Cal OES).

 

As with the FY 2019 UASI goal, FY 2020 UASI grant funding is intended to build and enhance regional capabilities across a larger geographical area. Funding is based on evaluated risk and need. This is accomplished through the submission of regional investment justifications that address specific needs to meet the target capabilities outlined in the National Preparedness Strategy.

 

DISCUSSION

The agreement with the City and County of San Francisco is to disburse a portion of the FY 2020 regional UASI grant funds to San Mateo County, which will be used towards, 1) development of a regional cybersecurity governance model to protect all Bay Area UASI Hubs from cyberterrorism and attacks;  2) on-going funding for a Homeland Security Captain; 3) continuing support and maintenance of the Alert Notification System; 4)  funds to provide training and emergency medical supplies for the healthcare coalition and Medical Reserve Corp; 5) purchase respiratory protection for the Fire Departments in the County; 6) funds to purchase confined space equipment for the Urban Area Rescue teams; 7) funding to conduct a countywide EOC exercise to allow the county and the cities to practice potential scenarios and assess areas of improvement.

 

County Counsel has reviewed and approved the Resolution as to form.

 

FISCAL IMPACT:

The agreement with the City and County of San Francisco is for an amount not to exceed $1,036,548 and a term commencing November 1, 2020 through December 31, 2021, there will be no Net County Cost incurred.
