BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

On February 12, 2019, the Board of Supervisors (Board) held a study session on Measure K expenditures and anticipated revenue for fiscal years (FY) 2019-21. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study session to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FY 2019-21. The Board approved $3.75 million in one-time loans or grants each fiscal year for FY 2019-21, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 4 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.

 

PROJECT SUMMARY:

This is a request to authorize a one-time grant of district-discretionary Measure K funds, not to exceed $80,000, to Boys and Girls Club of the Peninsula (BGCP) to fund Community Dinners served during COVID-19 and Community Hubs to support students from vulnerable communities with in-person learning during the school day. The County Manager’s Office will administer and manage the proposed agreement.

 

The mission of the BGCP is to provide the low-income youth of our community with the opportunities they need to achieve school success. BGCP has practiced flexibility during this pandemic, continually adapting their programs with schools still closed and many parents out of work.

 

To support their partner school districts and help K-12 students “stay in the game”, BGCP has opened Community Hubs for students with in-person learning during the school day. Each hub hosts three to five in-person learning pods, with a maximum of ten students per pod. The hubs are designed to foster a sense of community and belonging. Students receive access to wireless internet, technology (computers, chargers etc.), in-person academic support and tutoring, as well as breakfast, lunch and critical opportunities to socialize outside of their homes, safely distanced. Through collaboration with teachers, BGCP provides academic programming that is  complementary to partner schools’ curricula.

 

To ensure their families can meet basic needs, BGCP volunteers at the East Palo Alto and Redwood City clubhouses are providing dinners to-go to any community members facing food scarcity. Prior to the COVID-19 pandemic, BGCP prepared an average of 350 meals each day - now they are providing nearly 1300 dinners a day. Since March, a total of 300,000 dinners have been served. Most of these meals are being prepared in their East Palo Alto kitchen that a prior 2016 Measure K grant helped them renovate.

 

The proposed Measure K grant would be evenly split between the two programs run by BGCP - $40,000 towards the Community Dinners, which will feed the community one week’s work of meals, and $40,000 towards the Community Hubs.

 

Total Measure K Request: Not to Exceed $80,000

 

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:
