BACKGROUND:
On March 19, 2020, after obtaining approval by the County Manager's Office (CMO), the County entered into an agreement with LifeMoves to fund the operation of a non-congregate shelter program for adults experiencing homelessness in San Mateo County in response to the novel coronavirus (COVID-19) pandemic for a term of March 19, 2020 to June 30, 2020 for a total amount not to exceed $819,720.

On June 23, 2020, after obtaining approval from the CMO, the County entered into a new agreement with LifeMoves to continue services from July 1, 2020 through September 30, 2020 for a total obligation amount not to exceed $500,000.

On September 15, 2020, after obtaining approval from the CMO, the County amended the agreement with LifeMoves to continue these services for a term of July 1, 2020 through December 31, 2020 and for a total amount not to exceed $1,855,334.

DISCUSSION:
Clients served by the Off-site Temporary Shelter Program are vulnerable individuals who are experiencing homelessness who are at risk for developing severe complications if they were to contract COVID-19. This program enables clients to shelter safely in an individual hotel room. It also allows the existing adult shelter programs to maintain a reduced number of clients on site at the shelters in order to maintain social distancing.
