BACKGROUND:

On April 24, 2020, Governor Gavin Newsom announced the launch of the Great Plates Delivered program, a meal delivery service for California’s older adults. The Great Plates Delivered program serves two purposes: 1) Help seniors and other adults at high risk from COVID-19 stay home and stay healthy by delivering three nutritious meals a day, and 2) Provide essential economic stimulus to local businesses struggling to stay afloat during the COVID-19 crisis. The local share of cost is 6.25% and the remaining 93.25% of program costs are reimbursed by the federal and state governments through the Federal Emergency Management Agency’s (FEMA) Public Assistance program. The Great Plates Delivered program is authorized in 30-day increments and is currently approved to run through January 7, 2021.

 

To ease the transition at the end of the program for both meal recipients and restaurants, the County has agreed to pay the full cost of the program (including the federal and state shares) to provide meal service through the end of the month in which FEMA support terminates.

 

Between May 9, 2020 and December 4, 2020 in San Mateo County, the Great Plates Delivered program provided 1,062,105 meals to older adults and added $23,366,310 to the local restaurant economy. As of December 4, 2020, there were 69 restaurants actively participating in the Great Plates Delivered program, serving 3,252 participants. 

 

DISCUSSION:

Pursuant to Government Code section 25502.7, the Board of Supervisors adopted Resolution 077305 on March 24, 2020, which authorizes the County Manager, or the County Manager’s designee, to engage independent contractors for up to $500,000 to perform services for the County related to the COVID-19 local emergency. The County Manager designated County Health to administer the Great Plates Delivered program in San Mateo County.

 

To maintain a continuity of service and to most expeditiously administer the program, County Health requests that your Board authorize the Chief of County Health or the Chief’s designee to prepare and execute amendments to the Great Plates Delivered program agreements with the following 46 vendors for a total amount not to exceed $35,050,000, with each agreement not to exceed the amounts indicated: IVSF Catering ($1,400,000), Red Rooster Catering Inc. ($1,400,000), Nourish Inc. ($1,300,000), The Green Enchilada, Inc.($1,450,000), Sam’s Café ($1,100,000), Beyond the Border ($910,000), Hana’s Café ($950,000), Gilman Brewing Company ($900,000), Marvin Gardens Food Group Inc. ($850,000), Hula Hoops ($900,000), Grand Palace Restaurant ($900,000), FPYG Inc.($900,000), Redwood Catering Food Group Inc. Securing funding agreements through March 31, 2021 (contingent on FEMA’s continuation of the program) will permit the County to make timely payments to participating restaurants when invoices are received.

 

The resolution has been reviewed and approved by County Counsel as to form.

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

If the Great Plates Delivered program is continued through the end of the 2020-2021 fiscal year (i.e., through June 30, 2021), it is anticipated that the program would provide 2,327,832 meals to San Mateo County participants.

FISCAL IMPACT:

Program costs are limited to $66 for each participating recipient, for three daily meals, including delivery charges. This is based on an average of U.S. General Services Administration per diem rates for California. The provision of services is funded 75% by FEMA, 18.75% by the State, and a required local share of 6.25%. The local share is included in the County’s Non-Departmental Services FY 2020-21 Adopted Budget.
