Subject: Amendment to the Agreement with PHd Architects

Adopt a resolution authorizing an amendment to the agreement with PHd Architects for “on-call” Architectural Design, Engineering, and Construction Administration Services for General Facilities, increasing the amount by $150,000 for a new not-to-exceed amount of $675,000, with no change in term.

BACKGROUND:
On November 17, 2015, this Board adopted Resolution No. 074210, which authorized the Department of Public Works (Department) to enter into an agreement with PHd Architects to provide “On-Call” Architectural Design, Engineering, and Construction Administration Services for General Facilities on various County facilities’ construction projects on an as- needed basis in the amount of $500,000 from November 17, 2015 through November 16, 2018.
On December 4, 2018, this Board adopted Resolution 076359 authorizing Amendment No. One to the agreement, which extended the term to December 31, 2019.
On December 12, 2019, the Director of Public Works authorized Amendment No. Two to the agreement increasing the agreement by $25,000 and extended the term to December 30, 2021.
DISCUSSION:
Over the past year, PHd Architects has worked on various Department projects at the San Mateo Medical Center (SMMC). PHd Architects services are currently needed to finish the SMMC Radiology Fluoroscopy Install Project.
By increasing the contract amount by $150,000, the Department can continue utilizing PHd Architects’ expertise to execute the tasks associated with Architectural Design, Engineering, and Construction Administration Services, including, but not limited to, projects such as the SMMC Radiology Fluoroscopy Install Project which they have previously worked on.
It is in the County’s best interest to continue to retain the services of PHd Architects because their expertise and performance on Office of Statewide Health Planning and Development (OSHPD) projects have proved to be invaluable in ensuring the construction of County facilities.
County Counsel has reviewed and approved the resolution and amendment as to form.
FISCAL IMPACT:
This amendment will increase the not-to-exceed amount by $150,000 to a new, not to exceed amount of $675,000. Funding for this amendment is included in the FY 2020-21 Adopted Budget for the Capital Projects Budget Unit and additional costs will be included the in the FY 2021-22 Recommended Budget. There is no impact to the General Fund.
