BACKGROUND:

Since 2001, the Sheriff’s Office has applied for and has received United States Department of Homeland Security’s (US DHS) Homeland Security Grant Program (HSGP) funds from the State of California Office of Emergency Services (Cal OES).  These funds have been utilized and will continue to be utilized to enhance the capabilities for local first responders, prevent terrorist attacks, prepare for threats and hazards that pose a risk to the security of the region and nation as well as to fund the Northern California Regional Intelligence Center (NCRIC), which serves as the focal point for the receipt, analysis, gathering and sharing of threat-related information between the federal government and state, local, tribal, territorial and private sector partners.

Prior to the FY 2020 HSGP grant application, Cal OES required an annual Governing Body Resolution to be submitted with each application.  However, on August 28, 2020, Cal OES issued Grant Management Memorandum 2020-18, that allows Governing Body Resolutions to be valid for up to three grant years.

DISCUSSION:

The Sheriff’s Office is requesting this Board to authorize the Sheriff or Sheriff’s designee(s) to submit a grant application to Cal OES for the FY 2020 HSGP grant in an amount not to exceed $4,000,000, to fund the NCRIC fusion center and to improve current preparedness, response and recovery plans and procedures.

The Sheriff’s Office is also requesting this Board to authorize the Sheriff or Sheriff’s designee(s) to execute all materials and documents for the FY 2020 HSGP application package that is required by US DHS and Cal OES.

In addition, the Sheriff’s Office is requesting this Board to authorize the Sheriff or Sheriff’s designee(s) to submit and execute application packages for FY 2021 and FY 2022 HSGP grants, in amounts not to exceed $4,000,000 each, when they become available to the Sheriff’s Office by Cal OES.

County Counsel has reviewed and approved the resolution as to form.

FISCAL IMPACT:

The Sheriff’s Office will administer the FY 2020, FY 2021 and FY 2022 HSGP grants.  Each grant award will be in an amount not to exceed $4,000,000.  There will be no Net County Cost incurred.
