Subject: Electric Vehicle Ready Program Fund Reservation Agreement with Peninsula Clean Energy Authority
RECOMMENDATION:
title
Adopt a resolution authorizing the County Manager to execute the Electric Vehicle Ready Program Fund Reservation Agreement with Peninsula Clean Energy Authority to accept $248,000 in grant funds to support the installation of electric vehicle charging infrastructure at Parking Structure 2.
body
BACKGROUND:
Peninsula Clean Energy Authority (PCEA) initiated the Electric Vehicle (EV) Ready program in September 2020 to offer technical assistance and financial incentives for electric vehicle charging installations at workplaces and multi-unit residential dwellings in San Mateo County. This program has $4,000,000 in funding and will be available for four years.
The County applied for the program on November 5, 2020 to receive funds to support the installation of 124 charging ports in Parking Structure 2 at County Center in Redwood City. PCEA accepted the County into the program and provided a Fund Reservation Agreement to award the County $248,000 to fund the installation of EV charging infrastructure.
DISCUSSION:
Construction of Parking Structure 2 began on November 4, 2019. The initial plans included 62 EV charging ports. In an effort to accelerate EV adoption in San Mateo County, it was identified that additional charging infrastructure could be added during the construction of Parking Structure 2. While adding EV charging infrastructure at the time of new construction can be cheaper than retrofitting existing parking facilities, there are costs associated with updating plans and the purchase of additional equipment. The Project Development Unit coordinated with the Office of Sustainability to identify potential funding sources to increase the number of EV charging ports. The PCEA EV Ready Program funds were identified and the County worked closely with PCEA to double the number of EV chargers to be installed. With funding support through the EV Ready program there will be 124 EV charging ports installed in Parking Structure 2. The installation of the EV chargers and the opening of Parking Structure 2 is anticipated for early summer 2021.
Approval of this request will allow the County to receive funds to support the installation of 124 charging ports in the County Center Parking Structure 2. If the resolution is adopted, the Fund Reservation Agreement must also be approved by the PCEA Board of Directors before funds are awarded.
FISCAL IMPACT:
There is No Net County Cost for receiving the grant funds.
