BACKGROUND:

On March 3, 2020, the County’s Health Officer issued a “Declaration of Local Health Emergency Regarding Novel Coronavirus 2019,” and the County Manager, as the County’s Director of Emergency Services (the Director), issued a proclamation of local emergency pursuant to Government Code section 8630 and Chapter 2.46 of the County’s Ordinance Code. This proclamation was ratified by this Board on March 10, 2020, pursuant to Government Code section 8630, and extended by this Board on April 7, 2020, until such time as the local emergency (COVID-19 Local Emergency) is terminated.

 

In response to the COVID-19 Local Emergency, the County of San Mateo’s Emergency Operations Center (EOC) was engaged to assist in the County’s response. Pursuant to Section 2.83.040 of the County Ordinance Code, on August 10, 2020, the Director entered into an agreement with Mental Health Association (MHA) for case management services and assistance with eliminating barriers for individuals who are required to self-isolate and quarantine due to COVID-19, for an amount not to exceed $489,183. The Agreement was amended by your Board on September 15, 2020 to extend the term through December 31, 2020, and increase the contract amount to an amount not to exceed $872,428.

 

DISCUSSION:

MHA is a highly experienced non-profit provider of health services that has worked to enrich the lives of many for over 60 years in the County by providing shelter, support, and opportunities to populations in need. The services provided as part of this agreement consist of case management to individuals identified by the County Health division Public Health Policy and Planning (PHPP), in order to eliminate barriers to successful isolation and quarantine as required by local Health Officer orders. The population includes individuals who may successfully isolate or quarantine in their own homes if certain barriers are removed, as well as a group whose ability to isolate or quarantine requires placement in hotels during the COVID-19 Local Emergency.

 

These services have significantly contributed to the successful isolation and quarantine of individuals during the COVID-19 Local Emergency. Due to the ongoing COVID-19 Local Emergency, the County has a continuing need for the support services provided by MHA and staff therefore recommends this Board authorize a second amendment to increase the maximum fiscal obligation by $1,963,953 to an amount not to exceed $2,836,381, and extend the term through June 30, 2021. Additionally, the scope of services and schedule of payments and rates has been amended to clarify reporting and invoicing procedures.

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

The agreement and resolution have been reviewed and approved by County Counsel as to form.

 

It is anticipated that 80% of clients referred from PHPP to MHA will be contacted within three days of referral.

FISCAL IMPACT:

This amendment is to increase the existing agreement by $1,963,953, bringing the total value of the contract to $2,836,381. For the period of August 15, 2020 through December 30, 2020, allowable costs will be funded through CARES Act funding. Costs for this period that are not allowable under the CARES Act will be funded through Measure K up to $75,000. The funding source for the period of January 1, 2021 through June 30, 2021 is to be determined and a second Appropriation Transfer Request (ATR) will be brought to this Board at a future date. The total contract amount is based upon best-available projections of COVID-19 client referrals; costs will be monitored closely and overall payment to MHA will be based on actual costs incurred.

 

The original agreement was included in the COVID-19 ATR approved by this Board on June 2, 2020.
