BACKGROUND:

The purpose of the Community Corrections Partnership (CCP) is to provide the board of supervisors with recommendations to maximize the effective investment of criminal justice resources in evidence-based correctional sanctions and programs by utilizing state savings to be transferred to the counties. County probation is responsible for the supervision and management of the realignment population, and the chief probation officer is designated the chairperson of the CCP.

 

San Mateo County established its CCP on August 3, 2011, and has since worked collaboratively to develop and update the Community Corrections Partnership Plan and a budget recommendation that aligns with the plan. The updated plan was reviewed and approved by the CCP Executive Committee.

 

The Budget Act of 2020 (AB 74, Chapter 6) appropriates $7,950,000 to counties as follows:

 

Counties are eligible to receive funding if they submit an updated Community Corrections Partnership plan and a report to the Board of State and Community Corrections by December 15, 2020, that provides information about the actual implementation of the 2019-20 Community Corrections Partnership plan accepted by the County Board of Supervisors pursuant to Section 1230.1 of the Penal Code. The report shall include, but not be limited to, progress in achieving outcome measures as identified in the plan or otherwise available. Additionally, the report shall include plans for the 2020-21 allocation of funds, including future outcome measures, programs and services, and funding priorities as identified in the plan accepted by the County Board of Supervisors.

 

DISCUSSION:

The proposed updated Community Corrections Partnership Plan incorporates the inclusive efforts of the County’s criminal justice, health and human services departments, community-based treatment organizations, and local law enforcement. The plan includes key implementation strategies intended to address the needs of the realigned populations through a multi-disciplinary case management approach from in-custody to community supervision and services. This network of supervision and model treatment options are meant to lower a supervisee’s recidivism rate; reduce their need for detention; produce lasting benefits from their treatment; and result in their successful re-entry to the community.

 

The plan includes the following:

 

                     Probation Department’s use of an effective, evidence-based, case-management and risk assessment tools, the Correctional Analysis and Intervention System (CAIS) to address “target interventions” proven to focus supervision and treatment resources in the most productive ways.

                     A central health and human services treatment and support entity known as “Service Connect,” guided by the results of the CAIS instrument to provide services in an efficient, cost effective way.

                     Recognizes and utilizes the current, consistent, collaboration between the Probation Department and its county and city law enforcement partners to protect public safety.

                     Proposes a series of performance and outcome measures to allow the Board to evaluate the plan’s success. At the same time, the plan contains necessary flexibility in order to change as future legislation and the profile of defendants’ changes over time.

 

Approval of this local implementation plan contributes to the Shared Vision 2025 of a Healthy Community by supporting policies that promote the safety and health of all County residents.

 

FISCAL IMPACT:

The County’s AB 109 allocation in FY 20-21 is approximately $15.4 million. The County anticipates receiving an additional $200,000 in funding from the state for the submission of an updated CCP Plan and report. The County’s allocation is based on the realigned population. There is no Net County Cost.
