BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years. The Board of Supervisors (“Board”) and County staff have conducted study sessions and community outreach efforts to inform priorities for Measure K spending.   

San Mateo County Behavioral Health and Recovery Services (BHRS) and the San Mateo County Superintendent of Schools have identified that there are many students who do not qualify for Special Education and related services and who are just "getting by" in school. These students have experienced traumatic events, are socially isolated, are victims of bullying and/or are depressed or otherwise vulnerable and deteriorating.

 

DISCUSSION:

The Memorandum of Understanding (MOU) reached between BHRS and San Mateo County Superintendent of Schools in 2017 enhances the ability for impacted students to receive behavioral health services by jointly funding staff to effectuate the joint goal of engaging, coordinating, and expanding school-based behavioral health services. The expanded collaboration between BHRS and the San Mateo County Office of Education (SMCOE), through the amended MOU, will work to identify and serve impacted students earlier and to establish a Director-level coordinator through the SMCOE, along with a minimum of six part-time regional liaisons to serve schools throughout the County. Five (5) SchoolBased Mental Health Collaboratives will be established from five (5) regional areas: Northwest, Northeast, Coastside, Central, South/(Ravenswood/East Palo Alto). Three (3) School Counselor Collaboratives will be established to include the North, Central, and South regional areas.

 

The amended MOU and Resolution have been reviewed and approved by County Counsel as to form.

 

The resolution contains the County’s standard provisions allowing further amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).

 

This Amended MOU is coming to the Board now because the amended agreement between BHRS and San Mateo County Superintendent of Schools was recently formalized. Prior to formalization, the parties were operating through collaboration only. 

As of FY 2019-20, San Mateo County’s children and youth penetration rate (percentage of Specialty Mental Health Service (SMHS) eligible beneficiaries that received one SMHS claimed through Short-Doyle/Medi-Cal) was 3.2%, equivalent to 1,909 children and youth. It is anticipated that penetration rates shall increase to 3.5%.

FISCAL IMPACT:

The term of the agreement is July 1, 2017 through June 30, 2021. The amount of the agreement is not to exceed $544,758. Of this amount, $168,585 is included in the BHRS FY 2020-21 Adopted Budget and is 100% funded by Measure K. There is no Net County cost associated with this agreement.
