BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years. The Board of Supervisors ("Board") and County staff have conducted study sessions and community outreach efforts to inform priorities for Measure K spending.
San Mateo County Behavioral Health and Recovery Services (BHRS) and the San Mateo County Superintendent of Schools have identified that there are many students who do not qualify for Special Education and related services and who are just "getting by" in school. These students have experienced traumatic events, are socially isolated, are victims of bullying and/or are depressed or otherwise vulnerable and deteriorating.

DISCUSSION:
The Memorandum of Understanding (MOU) reached between BHRS and San Mateo County Superintendent of Schools in 2017 enhances the ability for impacted students to receive behavioral health services by jointly funding staff to effectuate the joint goal of engaging, coordinating, and expanding school-based behavioral health services.
