A)                     Authorizing the President of the Board to execute an amendment to the agreement with Corinthian International Parking Services increasing the County’s maximum fiscal obligation by $1,461,381 for additional shuttle services at the Cordilleras project site; and

 

B)                     Authorizing the Director of the Project Development Unit or designee to execute additional contract amendments which modify terms or services within the Board authorized maximum fiscal obligation.

BACKGROUND:

On October 2, 2018, this Board approved the Corinthian Parking Services Agreement for the assisted stack parking and shuttle services required to support the San Mateo Health Campus (SMHC) project. Amendment One to the Agreement was approved by this Board on April 9, 2019 which revised the scope to include parking services at the Government Center parking garage. Subsequently the Project Development Unit (PDU) approved Amendments Two and Three which added a security scope of work to increase safety at the Sequoia Station jury parking area and increased the contract amount within authorized limits. On January 7, 2020, this Board adopted resolution 077152 increasing the contract value for the Government Center assisted stack parking and security services.

 

The current contract value prior to the proposed Amendment Five is $4,507,949.

 

DISCUSSION:

Corinthian has provided exceptional service throughout the duration of their services to the County, including shuttle operations at the SMHC project, and assisted stack parking at both the SMHC and Government Center parking garage.

 

Following recent permitting approvals and the completion of the Construction Guaranteed Maximum Price, the PDU issued the Notice to Proceed to Skanska on November 18, 2020. The project schedule indicates a critical need for off-site staff parking throughout the construction duration which requires a shuttle service to transport County and End-User staff persons from the parking area to the mental health facility. The anticipated start date for the shuttle is mid to late December 2020.

 

To ensure that the County receives the best value for this shuttle service scope of work, the PDU project team conducted a competitive Request for Proposal process drawing two responsive bidders. Corinthian’s proposal was selected for best value and best price.

 

In an effort to consolidate parking services into a single agreement, the PDU has opted to incorporate this Cordilleras shuttle scope of work into the existing Agreement R076192.

 

With this agreement incorporating three PDU managed projects with different scopes of work at each site, the Exhibit A Scope of Work and Exhibit B Fee Schedules have been revised to separate the scope and fee descriptions into an Exhibit A.1/B.1 for the SMHC project, A.2/B.2 for the County Government Center, and A.3/B.3 for the Cordilleras Project.

 

This Amendment adds Exhibit A.3 defining the Cordilleras scope of work and Exhibit B.3 defining the Cordilleras fee schedule. No changes are proposed at this time for the ongoing scope of work and fee amounts at the SMHC or County Government Center.

 

The shuttle services and off-site parking will be made available to all County and County-service provider employees immediately upon closure of the on-site parking areas. Corinthian has agreed to follow recommendations from County and State health officials regarding social distancing and Personal Protective Equipment within shuttles and at pick-up/drop-off locations, including up to two additional on-call vans to reduce shuttle wait times.

 

County Counsel has reviewed and approved the Resolution as to form.

 

FISCAL IMPACT:

The value of the amendment is $1,461,381. Funding for this agreement is covered by non-departmental funds and is included in approved FY2020-2021 budget allocations.
