BACKGROUND:

The Promenade at the Coyote Point Recreation Area (Promenade) has been heavily used by windsurfers for over 30 years. On windy afternoons, typically April to October, the Promenade serves hundreds of windsurfers and kite boarders. A growing population of sea kayakers and stand up paddle boarders now use the Promenade year-round on less windy days. The Promenade also serves the many people who walk, jog, or bicycle while viewing the San Francisco Bay and open water swimmers who enter the Bay.

 

On December 10, 2019, this Board adopted Resolution No. 077109 which approved the County Sea Level Rise Policy for County-owned assets. This policy requires all new design and construction projects, Capital Improvement Projects, property acquisitions and dispositions, major renovations, and leased property to consider regional sea level rise.

 

In 2014, the County of San Mateo Parks Department (Parks) completed construction of the Coyote Point Western Promenade Project. The Coyote Point Western Promenade Project improvements included protection of the adjacent shoreline area, parking area, and other park amenities from erosion, structural damage, sea level rise, and periodic flooding during high tide events.

 

As an extension of the Western Promenade improvements, the Coyote Point Eastern Promenade Rejuvenation Project at the Coyote Point Recreation Area (Project) will make improvements to the Eastern Promenade which include: retreating the existing promenade to extend and improve the beach access area, implementation of shoreline revetment or protection, improvements that can accommodate sea level rise, construction of features to convey and improve stormwater quality from the site, landscaping improvements, replacement of an existing restroom facility, and construction of new parking facilities and lighting.

 

DISCUSSION:

BKF Engineers was contracted by Parks to design the Coyote Point Eastern Promenade Rejuvenation Project, secure the required permits from the various regulatory agencies, and prepare the plans and specifications for the Coyote Point Eastern Promenade Rejuvenation Project. In addition, a sea level rise impact analysis was performed to establish the proposed elevation of the beach. The beach berm elevation is raised approximately 24 inches to serve as flood protection and corresponds to conservative sea level rise projections for the year 2050. The plans and specifications have been reviewed by staff in the Department and Parks. The Department is recommending that this Board authorize the calling for bids for the proposed work.

 

On August 26, 2009, the Parks Department (Parks) certified an Initial Study/Mitigated Negative Declaration (IS/MND) for the Coyote Point Recreation Area Shoreline and Promenade Improvement Project. The IS/MND evaluated improvements for both the western and eastern promenades in the Coyote Point Recreation Area. On June 2, 2016, Parks approved an Addendum to the IS/MND, which included updates to the California Environmental Quality Act (CEQA) analysis and Mitigation Monitoring and Reporting Plan (MMRP) requirements based on the proposed improvements for the Coyote Point Eastern Promenade Rejuvenation Project. There have been no substantial changes to the Project since the Addendum to the IS/MND was approved and Parks staff has determined that this Project complies with the California Environmental Quality Act (CEQA).

 

County Counsel has reviewed and approved the resolution as to form.

 

FISCAL IMPACT:

The total estimated construction and construction management costs for this Project are $7,633,700. Sufficient funding is included in the Parks Department’s FY 2020-21 Adopted Budget for this Project. Project funding includes $6.4 million in Excess ERAF and about $933,700 in Measure K and $300,000 in donations.
