A) Adopt a resolution:
1. Accepting a reimbursable, matching grant in the amount of $134,112 from the Department of Homeland Security for the FY 2020 COVID-19 Supplemental Emergency Management Performance Grant Program (EMPG-S); and
2. Designating the Sheriff's Homeland Security Captain as the authorized agent to execute on behalf of the County all necessary applications, contracts, agreements, amendments, payment requests, and grant assurances for the purposes of securing and spending funds that may be awarded and implementing and carrying out the purposes specified in the grant application; and
B) Approve an Appropriation Transfer Request (ATR) in the amount of $134,112 to establish a budget appropriation and record revenue for the FY 2020 COVID-19 Supplemental Emergency Management Performance Grant Program (EMPG-S).

BACKGROUND:
The Sheriff's Homeland Security Division in conjunction with the Office of Emergency Services, responds to and coordinates resources and responses to disasters or emergencies that may occur in the County. The Sheriff's Homeland Security Division is responsible for the administration of the Homeland Security and UASI grants and plays a major role in any emergency whether manmade or natural.
DISCUSSION:
The purpose of the FY 2020 COVID-19 Supplemental Emergency Management Performance Grant (EMPG-S) is to assist local governments with their public health and emergency management activities during the coronavirus pandemic (COVID-19). The funding will help support the prevention of, preparation for, and response to the ongoing COVID-19 public health emergency.
