A) Adopt a resolution:
1. Accepting a reimbursable, matching grant in the amount of $134,112 from the Department of Homeland Security for the FY 2020 COVID-19 Supplemental Emergency Management Performance Grant Program (EMPG-S); and
2. Designating the Sheriff’s Homeland Security Captain as the authorized agent to execute on behalf of the County all necessary applications, contracts, agreements, amendments, payment requests, and grant assurances for the purposes of securing and spending funds that may be awarded and implementing and carrying out the purposes specified in the grant application; and
B) Approve an Appropriation Transfer Request (ATR) in the amount of $134,112 to establish a budget appropriation and record revenue for the FY 2020 COVID-19 Supplemental Emergency Management Performance Grant Program (EMPG-S).

BACKGROUND:
The Sheriff’s Homeland Security Division in conjunction with the Office of Emergency Services, responds to and coordinates resources and responses to disasters or emergencies that may occur in the County. The Sheriff’s Homeland Security Division is responsible for the administration of the Homeland Security and UASI grants and plays a major role in any emergency whether manmade or natural.
DISCUSSION:
The purpose of the FY 2020 COVID-19 Supplemental Emergency Management Performance Grant (EMPG-S) is to assist local governments with their public health and emergency management activities during the coronavirus pandemic (COVID-19). The funding will help support the prevention of, preparation for, and response to the ongoing COVID-19 public health emergency.
Funds provided under the FY 2020 COVID-19 Supplemental Emergency Management Performance Grant will allow the Sheriff’s Office of Homeland Security to support activities that contribute to the capability of preventing, preparing for, and responding to the COVID-19 health emergency. The funding will be specifically used to mitigate or slow the spread of the virus with the purchase of PPE equipment such as masks, gowns, and disinfectant, as well as the purchase of an inventory tracking system to identity and monitor equipment for use in the suppression of COVID-19.
The resolution has been reviewed and approved as to form by County Counsel.
FISCAL IMPACT:
The ATR recognizes $134,112 in unanticipated revenue from the Department of Homeland Security. Matching funds of $134,112 are included in the Sheriff’s Office FY 2020-21 Adopted Budget. There is no new Net County Cost associated with this action.
