Adopt a resolution authorizing:
A) The President of the Board of Supervisors to execute an agreement with Express Plumbing Services Inc. for construction of the Memorial Park Wastewater Collection System Replacement Project, for the term of November 11, 2020 through March 10, 2021, and for an amount not-to-exceed $969,958; and
B) The Parks Director, or the Director’s designee, to execute amendments to the agreement with Express Plumbing Services Inc. to modify the agreement terms and/or services, so long as any modified term and/or services are within the current or revised fiscal provisions.

BACKGROUND:
The existing wastewater collection system at Memorial County Park (“Memorial Park”) was constructed circa 1965 and consists of approximately 9,650 linear feet of gravity-fed sewer collection pipes and 56 utility vaults. These facilities have exceeded their useful life and can no longer provide an acceptable quality of service. In many segments, the pipes have corroded, been infiltrated by tree roots, and/or developed sags that impact system operations. For this reason, the Parks Department (“Department”) has had to commit significant staffing and financial resources in recent years to maintaining the system and ensuring that no backups or leaks occur.
The Memorial Park Wastewater Collection System Replacement Project (“Project”) entails the overhaul of the existing obsolete wastewater collection system throughout Memorial Park. On September 15, 2020, your Board adopted the Project’s Plans and Specifications as prepared by Sherwood Design Engineers. The new wastewater collection system will consist of 5,340 linear feet of High-Density Polyethylene (“HDPE”) pipe and 34 utility vaults and cleanouts. Reducing the total linear footage of the system will enable the Department to more efficiently and effectively maintain the system and dedicate more time and resources to providing direct visitor services. The use of HDPE pipe greatly reduces the likelihood of tree root and groundwater intrusion because the HDPE pipes are seamlessly welded together. This will benefit both the collection system and the new wastewater treatment plant, a project currently managed by DPW.
Construction will be completed using Horizontal Directional Drilling technology. This method of construction uses a GPS-guided subsurface drill to ensure optimal slope for gravity fed wastewater collection systems. Importantly, this leads to fewer environmental impacts than more traditional open-trenching techniques because there is significantly less root damage and the system can follow a more direct path.
This project has been managed by Capital Program Management, Inc., a construction management firm, with direct oversight by the Department and with additional support from the County’s Department of Public Works (“DPW”).
DISCUSSION:
On September 16, 2020, in accordance with Resolution No. 077719, the Director of the Parks Department issued a call for sealed bids, to be received by October 14, 2020 at the office of the Capital Program Management Inc., located at 1851 Heritage Lane, Suite 210 Sacramento, California 95815. All bids received were publicly opened and declared via an online format. The bid procurement process complied with all rules, regulations, and laws and at the time of the bid opening, three bids were received.
The bid submitted by Express Plumbing Services Inc., for $849,958, was the lowest responsive and responsible bid received for the work. The Engineer’s Estimate was $1,548,905 for construction of the Project. A summary of the bids received is attached hereto as Exhibit “A”.
The Department is recommending that your Board authorize an agreement with Express Plumbing Services Inc. for the construction of the Project, for the term of November 11, 2020 through March 10, 2021, and for an amount not-to-exceed $969,958, which includes $100,000 allowance for unforeseen conditions and owner requested changes and $20,000 for additional and unforeseen sewer bridge repairs.
Construction is estimated to take 110 calendar days to complete following the issuance of a Notice to Proceed. Should your Board accept this recommendation and award the contract agreement to Express Plumbing Services Inc., construction is anticipated to commence on November 30, 2020 and be completed March 10, 2021. This will allow the Parks Department to complete the campground and park improvements necessary to reopen Memorial Park by Memorial Day weekend 2021.
County Counsel has reviewed and approved the resolution as to form.
FISCAL IMPACT:
The total estimated cost for construction of the Collection System Project is $969,958 which includes $100,000 allowance for unforeseen conditions and owner requested changes and $20,000 for additional and unforeseen sewer bridge repairs. Sufficient funding has been allocated in the Parks Department FY 2020-21 Adopted Budget for this Project. There is no Net County Cost.
