Adopt a resolution authorizing the Chief of San Mateo County Health or the Chief’s designee to enter into a funding agreement(s) with the California Department of Aging, and all subsequent amendments thereto, to accept Medicare Improvements for Patients and Providers Act funds during or for the term of October 1, 2020 through August 31, 2021 in the amount of $39,032; and to prepare and execute a Medicare Improvements for Patients and Providers Act provider agreement and subsequent provider amendments, during or for the term October 1, 2020 through August 31, 2021.

BACKGROUND:
The Medicare Improvements for Patients and Providers Act (MIPPA) of 2008 amended Titles XVIII and XIX of the Social Security Act to extend expiring provisions under the Medicare program to improve beneficiary access to preventative and mental health services, to enhance low-income benefit programs, and to maintain access to medical care and pharmacies in rural areas.
MIPPA funding comes from the California Department of Aging (CDA) and is used to supplement the Older Americans Act (OAA) funds the County receives to operate the Health Insurance Counseling and Advocacy Program (HICAP). HICAP provides seniors with Medicare benefits counseling and advice. The MIPPA funds will be directed to the County’s HICAP contractor. All counties that operate a HICAP are eligible to receive MIPPA funds from CDA.
DISCUSSION:
The County’s MIPPA/HICAP contractor provides outreach, education, and enrollment assistance to eligible Medicare beneficiaries regarding Low Income Subsidy, Medicare Savings Program, and Medicare preventive services.
San Mateo County is eligible to receive $39,032 in MIPPA funds during or for the term of October 1, 2020 through August 31, 2021.
Aging and Adults Services requests that your Board authorize the Chief of San Mateo County Health or the Chief’s designee to prepare and execute the funding agreement(s) with the CDA, and any subsequent amendments to accept MIPPA funding program during the contract term, as well as to enter into a provider agreement with a contractor to make use of the County’s MIPPA funds. The MIPPA funds will be directed to the County’s HICAP contractor.
The resolution has been reviewed and approved by County Counsel as to form.
The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).
It is anticipated that approximately 700 clients will receive MIPPA-related services.

FISCAL IMPACT:
San Mateo County is eligible to receive $39,032 in MIPPA funds during or for the term of October 1, 2020 through August 31, 2021. There will be no net County cost associated with accepting the MIPPA funds or executing a MIPPA provider agreement and subsequent amendments.
