A)                     Authorizing an amendment to the agreement with the City and County of San Francisco for the distribution of FY 2019 Urban Area Security Initiative grant funds for the Northern California Regional Intelligence Center, increasing the amount by $90,000 from $4,994,051 to $5,084,051; and

 

B)                     Authorizing the Sheriff or Sheriff’s designee to execute amendments to interagency agreements in amounts that do not exceed $350,000, utilizing solely the $5,084,051 of grant funding, with other public agencies, for the purpose of reimbursing those agencies for the cost of personnel assigned to the Northern California Regional Intelligence Center.

BACKGROUND:

On December 3, 2019, through Resolution No. 077104, your Board approved the agreement with the City and County of San Francisco (CCSF) for the distribution of FY 2019 Urban Area Security Initiative (UASI) grant funds for the Northern California Regional Intelligence Center (NCRIC) in the amount of $4,990,371.

 

On February 1, 2020, the CCSF issued a first amendment to the FY 2019 UASI grant agreement, increasing the amount by $3,680 from $4,990,371 to $4,994,051.  This amendment was signed and approved by the Sheriff.

 

On August 1, 2020, the CCSF issued a second amendment to the FY 2019 UASI grant agreement increasing the amount by $90,000 from $4,994,051 to $5,084,051.  These additional funds will be used to increase existing interagency agreements with other public agencies, for the purpose of reimbursing those agencies for the cost of personnel assigned to the NCRIC.

 

 

DISCUSSION:

The Sheriff’s Office is requesting this Board to accept the second amendment to the agreement with the CCSF for the distribution of FY 2019 UASI grant funds to support the NCRIC for a term commencing November 1, 2019 through December 31, 2020, in an amount not to exceed $5,084,051.

 

The Sheriff’s Office is also requesting this Board to authorize the Sheriff or Sheriff’s designee to execute amendments to interagency agreements in amounts that do not exceed $350,000, utilizing solely the $5,084,051 of grant funding, with other public agencies, for the purpose of reimbursing those agencies for the cost of personnel assigned to the NCRIC.

 

In addition, the Sheriff’s Office is requesting this Board to authorize the Sheriff or Sheriff’s designee to execute amendments to agreements which modify the County’s maximum fiscal obligation by no more than $200,000 (in aggregate), and/or modify the agreement term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

County Counsel has reviewed and approved the Resolution and the second amendment to the FY 2019 UASI grant agreement as to form.

 

FISCAL IMPACT:

The second amendment to the agreement is for a term commencing November 1, 2019 through December 31, 2020, in an amount not to exceed $5,084,051.  All costs associated with the NCRIC operation are 100% reimbursable from federal and state funds.  There will be no Net County Cost incurred.
