Recommendation for reappointments to the Housing and Community Development Committee, each for a second full term ending December 31, 2024:

 

A)                     Nell Selander, representing as City of South San Francisco’s Economic Development and Housing Manager; and

 

B)                     Richard Halloran, representing the Commission on Disabilities.

BACKGROUND:

The Housing and Community Development Committee (HCDC) makes recommendations to the Board of Supervisors related to the expenditure of all housing and community development funds, and reviews.  The HCDC also provides a forum for public comment on affordable housing and community development needs and priorities related to the development of the Consolidated Plan and related Annual Action Plans.

 

DISCUSSION:

Nell Selander and Richard Halloran have each served on the HCDC since February 2016 and are being recommended to serve for a second term.

 

Nell Selander serves as Deputy Director of the Economic & Community Development Department with the City of South San Francisco. In this role, she manages the day to day operations of the Housing & Economic Development Division, which is charged with winding down the former South San Francisco Redevelopment Agency, managing the City's affordable housing programs and Community Development Block Grant, and supporting the City's business community. Before joining the City of South San Francisco, Nell served as the Economic Development Coordinator and then Economic Development & Housing Manager with the City of San Carlos. Prior to that, she worked on various, large capital projects for the Columbus Downtown Development Corporation in Columbus, Ohio. Nell received her Bachelors in American Studies from Stanford and a Masters in Urban Planning from NYU.

 

During his appointment to the Commission on Disabilities (CoD), Richard Halloran has been an instrumental piece serving as Chairman of the Americans with Disabilities Act (ADA) Compliance Committee. Under his leadership, the Committee partners with various County divisions to ensure all people utilizing County services have a voice when it comes to equal access. As a Certified Access Specialist, Commissioner Halloran carries with him a wealth of knowledge that is invaluable to this Committee. Commissioner Halloran’s advocacy embodies what the CoD is all about. The CoD and our community as a whole are fortunate to have his services.
