title

Adopt a resolution authorizing the County Manager to grant an Easement Deed to Pacific Gas & Electric Company on County-owned property identified as APN: 052-341-250 and located in 555 County Center Redwood City Parking Structure 1 for the purposes of installing and maintaining electric vehicle charging infrastructure.

BACKGROUND:

Pacific Gas & Electric (PG&E) initiated the Electric Vehicle Charge Network (EVCN) program in 2019 to offer electric vehicle charging installations at workplaces and multi-unit residential dwellings. EVCN is a turnkey program wherein PG&E, at their expense, provides the complete design and installation of EV charging infrastructure. The County applied to be a part of the EVCN program for 60 charging ports at the County Center Parking Structure 1 and was accepted as an EV Sponsor by PG&E. As an EV Sponsor, the County signed a Customer Acceptance Agreement on April 2, 2019 to receive approximately $900,000 worth of EV charging infrastructure from PG&E to be installed by their contractor. In order to initiate construction, the County must grant an easement deed to access the County Center Parking Structure 1.

DISCUSSION:

PG&E has planned for the installation of new EV charging infrastructure, which includes a new utility meter, electrical infrastructure, and 60 charging ports through the EVCN program. PG&E has completed the design, which has been reviewed by the Department of Public Works, the Planning and Building Department, and the Office of Sustainability. PG&E has received the necessary permits for construction.

Before the six-week construction period can begin, the County must sign an Easement Deed for filing to the County Recorder by PG&E, allowing PG&E access to specific areas of Parking Structure 1 for the installation and ongoing maintenance of the EV charging infrastructure.

At the end of the 10-year EVCN program term, approximately in October of 2030, the County can make a request to PG&E to transfer ownership and maintenance of the EV charging infrastructure to the County, at which time, PG&E would deliver a quitclaim for removal of the Easement.

Real Property Services and County Counsel have reviewed the PG&E Easement Deed and have approved the Resolution and Deed as to form.

Approval of this request will allow PG&E to provide and facilitate the installation of 60 charging ports for the County’s employees and fleet that use 555 County Center Parking Garage 1.

FISCAL IMPACT:

There is no cost to the County for granting this easement. A participation fee, estimated at $69,000, will be paid to PG&E to participate in the EVCN program and was appropriated in the Office of Sustainability’s adopted FY 2020-21 budget.
