A)                     Ratifying the District Attorney’s grant application and executed agreement with the California Governor’s Office of Emergency Services for the Elder Abuse (XE) Program for the period of January 1, 2020 to December 31, 2020; and

 

B)                     Authorizing the District Attorney to submit annual grant applications and execute similar agreements with the California Governor’s Office of Emergency Services for the Elder Abuse (XE) Program for period of January 1, 2021 to December 31, 2021 and January 1, 2022 to December 31, 2022.

BACKGROUND:

The County has received funding for the Elder Abuse Program since 2018 from the California Governor’s Office of Emergency Services (Cal OES).  Cal OES requires the County Board of Supervisors to approve the application and executed agreement for grant funds for the Elder Abuse (XE) Program.  The District Attorney has already submitted an application and executed an agreement for the grant funds for the period of January 1, 2020 to December 31,2020.  The District Attorney seeks Board ratification of the January 1, 2020 to December 31, 2020 applications and grant agreements.  Because the Cal OES requires a new application and executed agreement each year, for the sake of efficiency, the District Attorney seeks Board approval to submit a grant application and execute a grant award agreement for the period of January 1, 2021 to December 31, 2021 and January 1, 2022 to December 31, 2022.

 

DISCUSSION:

The Elder Abuse (XE) Program, administered at the local level by the Office of the District Attorney, is to enhance the safety of elder and dependent adult victims of crime by providing direct services to victims and bridging the gap between elder justice service providers (including Adult Protective Services (APS), Long-Term Care Ombudsman programs, providers of legal assistance, etc.) and victim service providers. This Elder Abuse (XE) Program will provide support for communities to improve their ability to identify the needs of victims of elder and dependent adult abuse and to improve the delivery of services.

 

FISCAL IMPACT:

The funding requested from Cal OES for period of January 1, 2020 to December 31, 2020 is $100,000 with local match of $25,000.  The funds were included in the District Attorney’s Office FY2020-21 Adopted Budget.
