BACKGROUND:

In September 2017, the Health Care for the Homeless / Farmworker Health Program (HCH/FH) completed a Request for Proposals (RFP) for enabling services, which include outreach, engagement, and adult therapeutic services for homeless and farmworker adults. Samaritan House (Samaritan) was ultimately chosen to provide these services.

 

DISCUSSION:

HCH/FH had planned to release an RFP for enabling services in the middle of 2020, to have a new agreement in place by January 1, 2021. However, due to the COVID-19 response and the need to ensure continuity of services under these challenging circumstances, this was not possible. Therefore, SMMC is requesting your Board extend the term of this agreement for enabling services through June 30, 2021 and increase the amount by $56,300 to an amount not to exceed $299,300. This will allow the County to complete the RFP process for enabling services.  

 

The agreement and resolution have been reviewed and approved by County Counsel as to form.

 

The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).


The County’s Contract Compliance Committee has approved a waiver request for a forty-two months term for this agreement.

It is anticipated that a minimum of 135 unduplicated homeless will receive enabling services between January 1, 2021 and June 30, 2021.

FISCAL IMPACT:

The term of the agreement with Samaritan House is January 1, 2018 through June 30, 2021. The amount of the agreement is not to exceed $299,300 for the three and a half year-term. The amendment increases the amount payable under the agreement by $56,300. Funds in the amount of $56,300 are included in the SMMC FY 2020-21 Adopted Budget.

 

Expenses at SMMC are covered by fees for services or third-party payors whenever possible. The portion of expenses for services provided to the medically indigent or to those covered by programs that do not meet the full costs of care is covered by the County’s General Fund contribution to SMMC, and is within the existing annual appropriation.
