BACKGROUND:
The County of San Mateo receives an annual public safety realignment allocation from the State of California, a percentage of which is required to be used for data collection and evaluation of the realignment population. Since 2013, the County Manager's Office has contracted with Harder & Company Community Research ("Harder & Company") to provide technical assistance and database support for the use of the Social Solutions Efforts to Outcomes database in the County, which tracks services to the public safety realignment and Unified Reentry populations.

DISCUSSION:
Over the past seven years, Harder & Company has worked closely with the Sheriff's Office, Probation Department, Human Services Agency, and County Health to build a robust web-based data system that tracks services provided to a select group of justice-involved individuals. The County's most recent contract with Harder & Company was set to expire on December 31, 2019 but was amended to extend the term at no cost through September 2020. The County Manager's Office now seeks to enter into a new two-year agreement with Harder & Company.
