BACKGROUND:

Funds provided by the CARES Act for Epidemiology Laboratory Capacity (ELC) are available to the County through funding agreements with Heluna Health (Heluna).  Heluna is one of the largest fiscal sponsors in the nation, and one of the few that focuses on population health and health equity. Heluna currently manages a range of financial transactions for health and social service projects for academic researchers, government agencies, nonprofit partners, community-based organizations, and public-private consortia. The COVID-19 pandemic has affected and will continue to affect the population of San Mateo County. Heluna will reimburse San Mateo County Public Health, Policy, and Planning (PHPP) through an agreement for PHPP to expand and enhance public health services which address the COVID-19 pandemic. 

 

DISCUSSION:

In response to the COVID-19 pandemic, Heluna Health was awarded funding through a first round of ELC CARES that enables support to local health departments. PHPP will use the grant from Heluna to fund 2.67 FTE PHPP staff and supporting costs. This staff will assist in the oversight and implementation of our local contact tracing program, including the expansion of public health testing volume. This volume includes increased Public Health lab capacity and efforts to test in congregate care facilities. There will be no additional staffing added as a result of this grant.

 

This agreement is coming to the Board late due to delays in receiving the agreement from Heluna Health.

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

The agreement and resolution have been reviewed and approved by County Counsel as to form.

 

It is anticipated that with the Heluna Health funds San Mateo County will investigate up to 50 new COVID-19 laboratory confirmed cases and their associated contacts a day.

FISCAL IMPACT:

The term of the agreement is May 1, 2020 through March 31, 2022. The amount of the agreement is not to exceed $444,932 for the two-year term. These funds are included in the PHPP FY 2019-20 Adopted Budget. Similar arrangements will be made for future years. Since the County is receiving these funds and no matching funds are required, there is no Net County Cost associated with this agreement.
