BACKGROUND:
Peninsula Family Service (PFS) has provided Senior Peer Counseling Program (Program) services since 2008. Since July 2019, PFS has provided Help@Hand services (formerly known as Peer-led Outreach and Engagement for Behavioral Health Technology Interventions) after being selected from a Request for Proposal (RFP) that was released in December 2018. The goal is to support older adults in the use of web-based behavioral health interventions (including applications or "apps") to engage, educate and provide access to behavioral health services when needed, especially for those who struggle connecting with traditional in-person supports or may need additional supports.

DISCUSSION:
Behavioral Health and Recovery Services (BHRS) recommends a 1-year waiver of the RFP process for PFS to continue providing non-clinical services through the Program. BHRS is requesting that the Board waive the RFP process for one more year because of the effects COVID-19 has had on our ability to run a fair and open bid process, not only in our county but in the other participating counties as well.
