BACKGROUND:

In September of 2016, this Board approved and adopted the County’s FEMA-approved, five-year, Multi-Jurisdictional Local Hazard Mitigation Plan (MJLHMP) that included participation from 18 cities and 10 special districts. The County is eligible for federal and state hazard mitigation grants, including this funding opportunity, as a result of approving this FEMA-approved MJLHMP.

 

DISCUSSION:

The FEMA HMGP funding will be utilized to hire a contractor to renew and secure a new, FEMA-approved, five-year MJLHMP for the County and all interested cities and special districts.

 

The FEMA-approved MJLHMP ensures the County and participating cities and special districts eligibility for project grants under FEMA’s Hazard Mitigation Assistance programs, including the Hazard Mitigation Grant Program, Pre-Disaster Mitigation Program, and the Flood Mitigation Assistance Program. The MJLHMP is required by the Federal Disaster Mitigation Act of 2000 as a condition for receiving these types of grants including this HMGP grant.

 

In addition to qualifying for pre-disaster and post-disaster grants and funding, the MJLHMP plays a critical role in developing long-term strategies that will reduce the impacts of future disasters on residents, infrastructure, and the environment by pre-identifying hazards, risks, and vulnerabilities.

 

The planning process will be extensive and include strong public involvement from partners, stakeholders, and residents to ensure greater input, support, and understanding of this community-driven document. Hazard mitigation planning will protect public safety and prevent loss of life and injury; reduce harm to existing and future development; maintain community continuity; prevent damage to our existing infrastructure and the environment; reduce the costs of disaster response and recovery; and accelerate recovery of government, businesses, and our community after disasters.

 

County Counsel has reviewed and approved the resolution as to form.

 

FISCAL IMPACT:

The FEMA Hazard Mitigation Grant Program grant is a matching, reimbursable grant in the amount of $219,167.25. The 34-month, reimbursable grant commenced on April 13, 2020, and concludes on February 11, 2023. The matching requirement of $73,055.75 is being covered by Net County Cost and has been included in the FY 2020-21 budget.
