BACKGROUND:

In January 2017, the Project Development Unit (PDU) was formed to oversee and manage ground-up construction performed by the County of San Mateo. Multiple large County capital projects are underway which will require intensified PDU operations for serval years. The PDU requires substantial support from specialized consultants, including cost management and construction estimating service consultants, to appropriately manage these critical and complex projects.

 

DISCUSSION:

Following a Request for Proposals, the County selected Faithful & Gould, Mack 5, O’Connor Construction Management Inc., and TBD Consultants as providers of cost management and construction estimating services. On October 17, 2017, this Board authorized an agreement with these firms in an amount not to exceed $600,000 each for an aggregate amount not to exceed $2,400,000 with an expiration date of October 16, 2020.

 

By executing the amendment for the term extension for the on-call agreements with these firms, PDU will receive all manner of cost management and construction estimating services for various capital projects. These services include but are not limited to project budget verification, design phases estimates, construction cost analysis, change order analysis, and claim assistance.

 

The Resolution contains County standard provisions authorizing the PDU Director to approve amendments to the Agreement increasing the County fiscal obligations by a maximum of $25,000 (in aggregate), as well as to modify the agreement term, conditions, and scope of work, within the fiscal limits established by this Board.

County Counsel has reviewed and approved the Resolution and Amendment as to form.

 

FISCAL IMPACT:

The cost of the contract will be funded by the budgets for the individual projects to which the consultant is assigned. There is no impact to Net County Cost.
