Adopt a resolution authorizing:
A) An amendment to the agreement with Gannett Fleming Inc., dba Vertical Transportation Excellence for elevator consulting services extending the current term of the agreement from June 6, 2017 to June 30, 2021 and increase the maximum fiscal obligation amount by $200,000 for a new not-to-exceed amount of $500,000; and
B) The Director of Public Works or the Director’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

BACKGROUND:
The Department of Public Works (Department) Facilities, Maintenance and Operations Division is responsible for contracting with an elevator maintenance service provider to maintain 56 elevators and two escalators throughout the County.
The Department has been experiencing issues with multiple building elevators throughout the County’s property portfolio. It was determined that due to the age of many of the vertical transportation devices, it is in the best interest of the County to retain the services of an on-call, multi-service elevator consulting professional specializing in design, modernization, contract maintenance, and analysis of elevators, and escalators. Gannett Fleming Inc., dba Vertical Transportation Excellence (VTX) has been working with the County on elevator and escalator maintenance activities and has substantial knowledge related to our vertical conveyance systems.
DISCUSSION:
Over the past six months, the Department has been consulting with VTX who are currently working on the plans and specifications on retrofitting elevators E3 and E7 in the Hall of Justice and replacement of the elevator at Safe Harbor Homeless Shelter. VTX is also providing consulting services overseeing the maintenance contract with ThyssenKrupp.
It is in the best interest of the County to continue the relationship with VTX as the Department moves toward retrofitting multiple elevators within the County’s building portfolio. VTX has completed a full assessment of the existing elevator equipment and is extremely knowledgeable of the County’s needs.
County Counsel has reviewed and approved the resolution as to form.
FISCAL IMPACT:
Funding for this project has been included in the County’s FY 2020-21 Capital Program budget.
There is no additional impact to the General Fund.
