BACKGROUND:
On April 24, 2020, Governor Gavin Newsom announced the launch of the Great Plates Delivered program, a meal delivery service for California's older adults. The Great Plates Delivered program serves two purposes: 1) Help seniors and other adults at high risk for COVID-19 stay home and stay healthy by delivering three nutritious meals a day, and 2) Provide essential economic stimulus to local businesses struggling to stay afloat during the COVID-19 crisis. Program costs are reimbursed by the federal and state government through the Federal Emergency Management Agency's (FEMA) Public Assistance program. The Great Plates Delivered program is authorized in 30-day increments and is currently approved to run through September 9, 2020.

In order to improve the transition at the end of the program for both meal recipients and restaurants, the County has agreed to pay the full cost of the program (including what were previously the federal and State shares) to provide meal service through the end of the month in which FEMA support terminates.
