Adopt a resolution authorizing an amendment to the agreement with LifeMoves to continue to provide off-site temporary shelter program for non-congregate shelter services through December 31, 2020 and increasing the amount by $1,355,334 for a new total obligation amount not to exceed $1,855,334.

BACKGROUND:
In response to the novel coronavirus (COVID-19) pandemic, after obtaining approval by the County Emergency Operations Center (EOC) in March 2020, the County entered into an agreement with LifeMoves for an amount not to exceed $691,900 to fund the operation of a non-congregate shelter program for adults experiencing homelessness through June 30,2020.
On June 23, 2020, after obtaining approval from EOC, the County entered into a new agreement with LifeMoves to continue services for a total obligation amount not to exceed $500,000 and a term of July 1, 2020, through September 30, 2020.
LifeMoves was selected as the contractor for these services based on a Request for Proposals conducted by the Human Services Agency in January of 2020 to operate a similar shelter program.
DISCUSSION:
This amendment adds funding in order to continue the Off-site Temporary Shelter Program, which provides non-congregate shelter to vulnerable people experiencing homelessness in order to provide safe sheltering during the COVID-19 pandemic. This amendment adds funding to continue operations and extend services through December 31, 2020.
Clients served by the Off-site Temporary Shelter Program are vulnerable individuals who are experiencing homelessness, were residing in one of the adult shelters or were unsheltered and are at risk for developing severe complications if they were to contract COVID-19. This program enables these clients to shelter safely in an individual hotel room, while also allowing the existing adult shelter programs to maintain a reduced number of clients on-site at the shelters in order to maintain social distancing. Clients enrolled in the Off-site Temporary Shelter Program receive case management services from one of the shelter providers (LifeMoves Maple Street, Project WeHOPE, and Samaritan House Safe Harbor). The Off-site Temporary Shelter Program serves up to 94 households at a time.
The resolution contains the County’s standard provisions allowing amendments of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
This amendment to the agreement and resolution have been reviewed and approved by County Counsel as to form.

FISCAL IMPACT:
This amendment adds $1,355,334.00 in Coronavirus Aid, Relief and Economic Security (CARES) Act funds for a new total obligation amount not to exceed $1,855,334.00. The term of this amended agreement is July 1, 2020, through December 31, 2020. Budgetary appropriation for this amended agreement will be included in the revised FY 2020-21 budget.
