BACKGROUND:
In response to the novel coronavirus (COVID-19) pandemic, after obtaining approval by the County Emergency Operations Center (EOC) in March 2020, the County entered into an agreement with LifeMoves for an amount not to exceed $691,900 to fund the operation of a non-congregate shelter program for adults experiencing homelessness through June 30,2020.

On June 23, 2020, after obtaining approval from EOC, the County entered into a new agreement with LifeMoves to continue services for a total obligation amount not to exceed $500,000 and a term of July 1, 2020, through September 30, 2020.

LifeMoves was selected as the contractor for these services based on a Request for Proposals conducted by the Human Services Agency in January of 2020 to operate a similar shelter program.

DISCUSSION:
This amendment adds funding in order to continue the Off-site Temporary Shelter Program, which provides non-congregate shelter to vulnerable people experiencing homelessness in order to provide safe sheltering during the COVID-19 pandemic. This amendment adds funding to continue operations and extend services through December 31, 2020.
