Adopt a resolution authorizing:
A) The acceptance of Community Services Block Grant funding from the State of California Department of Community Services and Development funded through the Coronavirus Aid, Relief, and Economic Security Act in the amount of $633,962 for the term of March 27, 2020 through May 31, 2022; and
B) The Human Services Agency Director or designee to accept Community Services Block Grant funding from the State of California Department of Community Services and Development within the grant period of March 27, 2020 through May 31, 2022.

BACKGROUND:
The Department of Community Services and Development (CSD) awards Community Services Block Grant (CSBG) funds to local Community Action Agencies to provide services to low-income individuals in an effort to reduce poverty. In San Mateo County, the Human Services Agency (HSA) is the Community Action Agency.
The federal Coronavirus Aid, Relief, and Economic Security (CARES) Act, is an economic stimulus bill passed in March of 2020 in response to the economic fallout of the COVID-19 pandemic. CSBG CARES was developed by CSD to help address community needs related to the COVID-19 pandemic, as the COVID-19 pandemic has created many challenges and needs within the community.
CSD allocated $633,962 to San Mateo County in CSBG funded through the CARES Act to support community needs related to COVID-19.
DISCUSSION:
HSA is requesting to enter into an agreement with CSD to receive the CSBG CARES Act allocation.
CSBG CARES Act funds can be utilized to support services for low-income community members who have been affected by COVID-19 and the related economic impacts. CSBG CARES Act funding has a variety of client eligibility requirements, and CSD requires extensive reporting on services provided with CSBG funds. HSA will work with the County Manager’s Office to determine how these funds will be used in accordance with community need and in a manner that ensures compliance with CSD requirements and reporting.
FISCAL IMPACT:
The amount of the CSBG grant funds from CSD is $633,962 for the term of March 27, 2020 through May 31, 2022. There is no Net County Cost associated with this revenue agreement.
