BACKGROUND:

On October 18, 2016, the Board approved an agreement with Kenton Fong, MD, to provide specialty plastic surgery services under the general direction of the Medical Director of Surgery at San Mateo Medical Center (SMMC). Dr. Fong has agreed to continue to provide these services.

 

DISCUSSION:

San Mateo County is responsible for providing necessary medical care to its medically indigent population. Dr. Fong will provide four-hour half day surgery blocks, as well as medical director, call, consult, and teaching services.

 

County Administrative Memorandum B-1 provides that contracts for physicians are exempt from the Request for Proposals process.

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligation by maximum of $25,000 (in aggregate).

 

The agreement and resolution have been reviewed and approved by County Counsel as to form.

It is anticipated that all plastic surgery services provided will adhere to the infection control standards as defined by the Joint Commission and Title XXII of the State of California, Code of Regulations to reduce the risk of infections 100% of the time.

FISCAL IMPACT:

The term of the agreement is October 1, 2020 through September 30, 2022. The amount of the agreement is not to exceed $650,000 for the two-year term. Funds in the amount of $325,000 are included in the SMMC FY 2020-21 Recommended Budget. Funds in the amount of $325,000 are included in the SMMC FY 2021-22 Recommended Budget.

 

The payment provisions of this contract, unchanged compared to the prior agreement, are based on the plastic surgery 2019 Medical Group Management Association Provider Compensation and Production Report, which SMMC uses to benchmark its contracted provider rates.

 

Expenses at SMMC are covered by fees for services or third-party payors whenever possible. The portion of expenses for services provided to the medically indigent or to those covered by programs that do not meet the full costs of care are covered by the County’s General Fund contribution to SMMC and are within the existing annual appropriation.
