BACKGROUND:

The Sheriff’s Office of Emergency Services (OES), disseminates emergency related information and coordinates response to disasters or emergencies that may occur in San Mateo County. OES serves as the liaison to the 20 Cities and the County with respect to emergency related issues. For several years, OES has served as the local administrator for the Emergency Management Performance Grant, as well as the State Homeland Security Grant Program.

DISCUSSION:

The purpose of the FY 2020 Emergency Management Performance Grant Program is to support comprehensive emergency management and to encourage the improvement of mitigation, preparedness, response, and recovery capabilities for all hazards.

Funds provided under the FY 2020 Emergency Management Performance Grant will allow OES to support activities that contribute to the capability to prevent, prepare for, mitigate against, respond to, and recover from emergencies and disasters whether natural or manmade. The Emergency management grant funding will also be used to pay for a liaison position to coordinate emergency preparedness and response with fire and law enforcement agencies.

The resolution has been reviewed and approved as to form by County Counsel.

FISCAL IMPACT:

The Emergency Management Grant in the amount of $280,832 is a dollar for dollar in-kind match which will be provided by the Office of Emergency Services JPA Budget. This funding has been included in the FY 2020-2021 Approved Budget.
