BACKGROUND:

The North Fair Oaks Community Council has traditionally been comprised of a nine-member body. This recommendation will appoint two new members to fill the partial terms of two Council members who have resigned.

DISCUSSION:

Joanie Gillispie and Brooks Esser are being recommended for appointment to serve initial partial terms to seats that were vacated by former members Rosaura Lopez and Rosario Gonzalez.

Joanie Gillispie retired as a Psychology and Multimedia teacher at Berkeley City College and the College of Alameda in the Peralta Community College District. Joanie has been married 45 years and has raised 4 children plus a few others. She is a besotted grandmother of 8.

Joanie began her teaching career in the primary grades and then “taught” her way through middle, high school, and college while in graduate school raising her children during her education. In 1979 she received a Master’s in Educational Technology from San Francisco State University and in 1997 she received her doctorate in Clinical Psychology from Fielding Graduate University with an emphasis in Health and Culture. For the past 45 years, Joanie works within her husband’s General Contracting Business. She is committed to remaining open to new experiences and strongly believes that collaborative forces within just societies power sustainable futures for all.

Brooks Esser is a lifelong resident of San Mateo County and has lived in North Fair Oaks for 36 years.  He has been an active participant at North Fair Oaks Council meetings and study sessions for the last several years. Brooks has spent the bulk of his career at Hewlett-Packard in a variety of managerial roles in finance and marketing.  He holds a BS degree in Business from the University of the Pacific, and an MBA from Santa Clara University.  He considers it an honor to be able to work on behalf of the residents of North Fair Oaks.
