B)                     Adopt a resolution waiving the Request for Proposals (RFP) process and authorizing the execution of an agreement with Gordon Huether + Partners, Inc. for artist and fabrication services for the term of August 4, 2020 through August 3, 2023, in an amount not to exceed $350,000.

BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

On February 12, 2019, the Board of Supervisors (Board) held a study session on Measure K expenditures and anticipated revenue for fiscal years (FY) 2019-21. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study session to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FY 2019-21. The Board approved $3.75 million in one-time loans or grants each fiscal year for FY 2019-21, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 4 has submitted a request to use its district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.

 

PROJECT SUMMARY:

Presently, San Mateo County does not have a memorial to honor the courage and sacrifice of all veterans, including the 27,000 living in San Mateo County, and first responders - those who answered their country’s and community’s call with service, bravery and honor. This is a request to authorize a transfer of Measure K funds to the Project Development Unit (PDU) to commission a public art memorial, to be located at the San Mateo County Government Center, as a place to honor, reflect and educate future generations about the service and sacrifice to our county and country by these brave men and women. PDU will work with artist Gordon Huether of Gordon Huether + Partners, Inc. to design, build and install this memorial. Members of the PDU Art Committee, the San Mateo County Veterans Commission, and the San Mateo County Arts Commission will work with the artist to finalize a design.

 

Staff requests that the Board waive the request for proposals (RFP) process, on the basis that such waiver is in the best interest of the County in this instance due to the artist’s familiarity with the County Arts Commission and the County’s vision for the veterans memorial.

FISCAL IMPACT:

There are sufficient Measure K funds for this specific  FY 2020-21 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2020-21 Recommended Budget.
