body

BACKGROUND:

Dr. Getzell was the only endocrinologist at San Mateo Medical Center (SMMC) when he retired in November 2018. Since starting in 2018, Dr. Getzell has been able to perform most SMMC patient’s endocrinology needs at SMMC.

DISCUSSION:

Dr. Getzell will provide endocrinology services to SMMC’s patients two-and-a-half days per week, provide telephone consults five days per week, and provide in-person new patient consults at SMMC 48 weeks per year.

County Administrative Memorandum B-1 provides that contracts for physicians are exempt from the Request for Proposals process.

The agreement and resolution have been reviewed and approved by County Counsel as to form.

The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate). It is anticipated that 25% of patients referred for endocrinology services will be served on site at SMMC.

FISCAL IMPACT:

The term of the agreement is September 1, 2020 through August 31, 2021. The amount of the agreement is not to exceed $200,000 for the one-year term. Funds in the amount of $200,000 are included in the SMMC FY 2020-21 Recommended Budget. Similar arrangements will be made for future years.

The payment provisions of this agreement are based on the 2019 rates published by the Medical Group Management Association, a tool SMMC uses to benchmark its physician contract compensation.

Expenses at SMMC are covered by fees for services or third-party payors whenever possible. The portion of expenses for services provided to the medically indigent or to those covered by programs that do not meet the full costs of care is covered by the County’s General Fund contribution to SMMC and is within the existing annual appropriation.
