BACKGROUND:
The County’s Office of Public Safety Communication (PSC) has provided the City of Millbrae (City) with fulltime law enforcement dispatch communications services since 2005. In 2009, the Board of Supervisors (the Board) approved a three-year Agreement, which was amended in 2014 for a term that ended June 30, 2015. A Second Amendment was approved by the Board on August 9, 2016 with a term that ended June 30, 2020.
DISCUSSION:
The City and PSC agree that it is necessary and desirable to amend the 2009 Agreement with this Third Amendment. Only the term of the agreement, which begins July 1, 2020 and ends June 30, 2025 and the rate of payment, a total of $1,571,785 in total, will change should the Board approve this Third Amendment.
The year to year fee increase is based on a 3% increase to escalating costs to PSC including, but not limited to, increases to department costs for salaries and benefits, among other cost increases. In addition to communications and dispatch services, PSC continues to provide supervisory personnel 24 hours a day, seven days a week, as well as management overhead, public safety systems oversight, and maintenance.
County Counsel has reviewed and approved the Third Amendment and Resolution as to legal form.
The City of Millbrae City Council reviewed and approved the Third Amendment at their July 14, 2020 meeting.

FISCAL IMPACT:
Under this Amendment, total payment provided to the County will be in the amount of $1,571,785 for services beginning July 1, 2020 and ending June 30, 2025. The revenues for the first fiscal year have been included in the Department’s FY 2020-21 Recommended Budget and will be included in each subsequent budget for the term of the Amendment.
