RECOMMENDATION:

Adopt a resolution authorizing:
A) The President of the Board to execute an agreement with Interstate Grading & Paving, Inc., for the San Carlos Airport Runway Pavement Rehabilitation Project in the amount of $814,849; and
B) The Director of Public Works to execute subsequent change orders to grant time extensions for project completion and payment up to a maximum aggregate amount not to exceed $81,485 or approximately 10 percent of the agreement amount.

BACKGROUND:
The San Carlos Airport Runway Pavement Rehabilitation Project addresses pavement condition issues identified by the Federal Aviation Administration (FAA) in the San Carlos Airport (Airport) Runway Safety Action Plan report. The Project will reconstruct the outermost edges of the runway and connector taxiways where longitudinal cracking has developed to prevent additional cracking. This Project also includes the application of a preservative deal, crack sealing, and re-striping of the runway and connector taxiways (approximately 50,000 square yards) to preserve the life of the existing pavement.
On April 21, 2020, your Board adopted Resolution No. 077373, which adopted plans and specifications for the San Carlos Airport Runway Pavement Rehabilitation Project (Project), including conformance with Federal prevailing wage scale requirements, and authorized the Director of Public Works to call for sealed bids to be received.
DISCUSSION:
On Wednesday, June 10, 2020, bids were accepted for this Project and subsequently referred to C&S Engineers for checking and recommendation. The bid of:
