BACKGROUND:

Court Appointed Special Advocates of San Mateo County (CASA) pairs caring community volunteers with children who have been placed in foster care. Each CASA volunteer is appointed by the Juvenile Court to represent the best interests of the child and advocate for the child’s needs. CASA facilitates collaboration among families, social workers, and community partners to support the well-being of children in foster care. This initiative will support CASA’s recruitment and training of volunteers in order to provide services to more children.

 

DISCUSSION:

CASA will train and support community volunteers who serve as officers of the Juvenile Court who are appointed to investigate, report, and advocate on behalf of children and youth. CASA will focus on conducting targeted recruitment of volunteers willing to provide advocacy services to dependent children placed outside of San Mateo County.

 

The resolution contains the County’s standard provisions allowing Amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

This agreement and resolution have been reviewed and approved by County Counsel as to form.

Based on an anonymous survey of those youth who receive CASA services for one year and respond to the survey, the percentage of youth who report feeling supported by their assigned CASA.

FISCAL IMPACT:

The term of the Agreement is July 1, 2020 to June 30, 2022. The total obligation of this Agreement is $222,916, of which 100% is anticipated to be funded by Measure K Sales & Use tax revenue. The $111,458 has been included in the FY2020 - 21 Revised Recommended Budget, and $111,458 will be in included in the FY2021 - 22 Recommended Budget.
