BACKGROUND:
Behavioral Health and Recovery Services (BHRS) has contracted with MAR-RIC Transitional and Recovery Facility (MAR-RIC) since February 2002, for transitional residential services for individuals who are transitioning from locked facilities or psychiatric inpatient units to a lower level of care, or individuals who would otherwise require locked facility placement.

Under the B-1 Administrative Memorandum, agreements that provide housing services and related supports for mental health clients are exempt from the Request for Proposals process requirement.

DISCUSSION:
MAR-RIC shall continue to provide up to 13 beds per month for individuals who are transitioning from locked facilities or psychiatric inpatient units or individuals who would otherwise require locked facility placement. Services through this agreement offer an alternative for clients to remain in the community and out of a more restrictive and more expensive locked facility placement. MAR-RIC shall provide room and board, 24/7 supervision, medication assistance, medical and psychiatric care, individual and group therapy, and general support and assistance services to San Mateo County clients.

The resolution contains the County's standard provisions allowing amendment of the County's fiscal obligations by a maximum of $25,000 (in aggregate).
