BACKGROUND:

On December 4, 2018, the Board approved an agreement with Jefferson Union High School District (JUHSD) to provide mental health services and alcohol and other drug (AOD) prevention services for the term of July 1, 2018 through June 30, 2020, in an amount not to exceed $655,180.

 

On September 24, 2019, the Board approved the FY 2019-20 Adopted Budget.  Previously, on June 25, 2019, the Board received the FY 2020-21 Preliminary Recommended Budget. These budgets included a 4% Cost of Living Adjustment (COLA) for Behavioral Health and Recovery Services (BHRS) community-based organizations that provide mental health services and substance abuse disorder services.

 

DISCUSSION:

JUHSD operates the Daly City Youth Health Center which provides youth with outpatient mental health services in Pacifica, Daly City, Colma, Brisbane and parts of South San Francisco and provides AOD prevention services to reduce access to and availability of AOD to youth. 

 

BHRS contracts with various organizations that provide AOD prevention services to the County. These contractors provided feedback regarding the challenges for successful completion of prevention activities. Upon review of the feedback, BHRS assessed additional reporting and evaluation requirements. The decision was made to include additional activities in reporting and evaluation. Contractors’ activities also changed due to variable community factors and new partnerships with different organizations.  Through this amendment, prevention activities in FY 2019-20 have been adjusted and FY 2020-21 prevention activities have been added. In addition, JUHSD will provide outpatient mental health services and receive a COLA in FY 2019-20 and FY 2020-21.

 

The resolution contains the County’s standard provision allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

The amendment and resolution have been reviewed and approved by County Counsel as to form.

 

BHRS provides a range of services to promote wellness and recovery and to support consumers remaining in the lowest possible level of care. The provision of outpatient mental health services is one established level of care. It is anticipated that 99% of clients who receive services through this agreement with JUHSD will be maintained at a current or lower level of care.

FISCAL IMPACT:

The term of the agreement is July 1, 2018 through June 30, 2021. The amendment increases the contract amount by $404,543. Of that amount, $365,629 has been included in the BHRS 2020-21 Recommended Budget. Medi-Cal Federal Financial Participation will fund $60,400; 2011 Realignment will find $102,621; the Substance Abuse Prevention Treatment Block Grant will fund $186,133; and Net County Cost will be $16,475.
