BACKGROUND:

Within 30 days of an election the Chief Elections Officer is required to inspect, process, and count all ballots cast during an election and prepare a certified statement of the result.  Upon acceptance of this statement, Section 15400 of the Elections Code directs the governing body of the jurisdiction to declare the results of each election under its jurisdiction as to each measure voted on at the election.

 

DISCUSSION:

On June 23, 2020, the Chief Elections Officer conducted a County Service Area No. 1 Special Mail Ballot Election. The official canvass and an abstract or Statement of the Vote was completed and certified by the Chief Elections Officer and is available at the Registration & Elections Division.  An electronic copy of the Statement of the Vote is also published on the Registration & Elections Division website, www.smcacre.org <http://www.shapethefuture.org>.  A copy has also been submitted to this Board as required by state law.  In the proposed Resolution, this Board will be accepting the certificate of the Chief Elections Officer as the statement of the results of the vote. 

 

County Counsel has reviewed and approved the Resolution as to form.

* Voters residing in County Service Area No. 1 last voted on the parcel tax that was the subject of the June 23, 2020 Special Mail Ballot Election at the June 7, 2016 Presidential Primary Election (“2016 Election”), which is why the 2016 Election is being used for comparison purposes in the above Performance Measures.  However, there are significant differences between the two elections-namely, the 2016 Election was a consolidated presidential primary election and an in-person, as opposed to an all-mailed, election.
